Dr. Fullan hints at an instance at change beyond the school level in Bristol, England, but does not give details.  He reiterates the problem with top-down, prescriptive change programs, no matter how well-informed:
"[W]e see in every case that these strategies inevitably take their toll on principals and teachers.  They cannot be sustained."
